Before the creation of things, Corps Members could only redeploy from a state during orientation camps. Therefore, no matter what happens after the NYSC orientation camp, you will not be able to redeploy.
However, the NYSC management has agreed to extend NYSC relocation for another three months. So, if you did not apply for redeployment in Camp or online and are currently working at your PPA, here is what it means. After three months, you can still apply for relocation.

Is NYSC Relocation After 3 Months Possible?
Let me use an example to clarify what it means to be relocated after three months of NYSC service. I’m John, and I read my call-up letter and saw that my deployment state is Plateau. It was never my goal to redeploy from Plateau.
So, while my buddies and Corps members were processing their NYSC redeployment during Orientation camp, I was processing my stomach with Sharwama at Mammy Market. I returned to my PPA after orientation camp and was doing well.
After two months, I realized that Plateau is not a safe area, since tales of herders and other crises circulate. The fact that I did not request redeployment at Camp does not rule out the possibility of redeployment after two and a half months in Plateau.
I can still seek redeployment if I choose to leave Plateau after less than three months in the state.
